You could turn it into a race car, you just can't title it for street use.

If you could restore teh vehicle to DOT and street legal specs, you should be able to have it checked and then you can have the title cleaned since its coming from another state. My dad's sedan was like that. It was totaled down in Iowa. The guy at the sales lot restores vehicles to factory spec, and has them checked so he can resell them. So when my dad bought the car, the title got swapped from Iowa to MN, and no salvage title anymore.
