I'm pretty sure I know what it is, I remember reading an explanation of it in a random thread on FJ once a long time ago.

We went to a ghetto gas station for some drinks and the guy behind the counter was listening to rap music and rapping along. I think the price of somethign was $1.99 plus tax which came to $2.14 which was randomly inserted into him rapping to the music. He also blurted out white girl to one of the white female customers during the song.
