I guess I always wondered what working fender vents actually vent. Is it air from the wheelwell or from the engine compartment?

It really depends...on the car...
Most of the time...they are supposed to have ducts running from the engine bay to the vents...releasing air. But I've seen fender vents used for other things in mags.
Usually 99% on the street, they are just for looks (bad looks)

It's generally to vent heat from the engine bay.
But it can be for other reasons as well.
Do a search for Grand sport Corvettes from the mid '60's and look at the hood ventilation, on that car the vents were strictly there to prevent air build up under the front of the car because at high speeds the nose would come off the ground.
